The world's wealthiest individuals have already consumed their entire annual carbon allowance for the year, according to a new analysis from the Oxfam Foundation. The group's calculations show that the richest 1 percent of the global population surpassed their fair share of the planet's carbon budget just 10 days into the calendar year.
The carbon budget refers to the maximum amount of carbon dioxide humanity can release while keeping global temperature rise within 1.5 degrees Celsius above pre-industrial levels. Oxfam's findings indicate that the emissions from this top income bracket over the course of a single year could lead to an estimated 1.3 million heat-related deaths by the end of the century.
To align with the 1.5-degree target, the wealthiest 1 percent would need to reduce their emissions by 97 percent by 2030, the report's press release states. The analysis also highlights that the top 0.1 percent of earners used up their allotted carbon budget even faster, reaching the threshold by January 3.
Previous research from Oxfam, drawing on data from the Stockholm Environment Institute, found that the richest 0.1 percent produce more carbon dioxide pollution in a single day than the poorest half of the world's population does in an entire year. If global emissions matched the lifestyle of the top 0.1 percent, the entire carbon budget would be exhausted in less than three weeks, the organization warns.
These figures reflect not just personal consumption but broader economic structures. Since 2024, the top 1 percent has held more wealth than the bottom 95 percent of humanity, largely through ownership of major corporations and real estate. The issue, experts say, is not merely individual behavior but a global economy built on excessive consumption that disproportionately benefits the ultra-rich.
A 2019 analysis by The Guardian found that just 20 fossil fuel companies were responsible for 35 percent of all carbon dioxide and methane emissions since 1965. This concentration of pollution underscores the systemic nature of the problem, which will require confronting the interests of the wealthiest individuals and the corporations that generate their fortunes.
Policy Implications and Calls for Action
Oxfam's climate change policy lead, Nafkote Dabi, argues that governments have a straightforward path to drastically cut emissions and reduce inequality: targeting the highest polluters. "By cracking down on the gross carbon recklessness of the super-rich, global leaders have an opportunity to put the world back on track for climate targets and unlock net benefits for people and the planet," Dabi said.
The report adds to growing pressure on policymakers to address the outsized environmental impact of the wealthy, a topic likely to feature prominently in upcoming international climate negotiations. As the window to limit warming narrows, the spotlight on the emissions of the top 1 percent is expected to intensify.
